Site Reconnaissance

Site reconnaissance is the process of conducting a detailed on-site visual inspection to gather information about the physical characteristics and existing utilities of a location. This involves identifying and documenting surface features that may indicate the presence of underground utilities. The primary goal of reconnaissance is to verify utility records, assess potential conflicts, and provide a comprehensive understanding of the site's infrastructure.

Quality Levels

  • QL-C: Documented when utility records (Type D Survey) align with surface features. This can represent a point or a length on the utility, depending on the number of identified surface features.
  • QL-D: Documented when utility records cannot be matched to surface features.

Methodology - Site Reconnaissance

The survey includes an on-site visual inspection to:

  • Validate utility records or evidence of utilities within the area.
  • Identify conflicts that may need resolution.

 

Inspection and Documentation

During the site reconnaissance, the following should be documented:

  • Surface Features: Presence, type, and markings of utility-related features.
  • Measurements: Compare on-site measurements with those depicted in plans.
  • Differences: Note discrepancies between existing maps/drawings and current on-ground features.

Report Requirements

Each PA128 Survey Type C must include detailed documentation of the on-site inspection process and findings. The report should consist of:

  • Measurement Methods: Document the tools used, including model, serial number, and calibration details.
  • Photographic Evidence: Include photographs of the site and features, such as trench scars and utility cabinets.
  • Photograph Plan: Provide a plan showing photograph locations and directions.
  • Site Limitations: Note any areas that were inaccessible or had obstructions.
  • Utility Records Register: Include all utility records consulted during the survey.
  • Inspected Area Polygon: A graphical representation of the survey area extents.
  • Digital Drawing: Show statutory record information adjusted to reflect observed site features.

 

Additional Information for Specialized Surveys

For surveys like decommissioning, the following information may also be collected:

  • Meter details (type, size, numbers, and location).
  • Size of incoming supplies and fuse (e.g., 100-amp, 200-amp).
  • Notes on inaccessible areas.
  • Incoming copper or fibre telecoms lines.
  • Labels and historic features.
  • Boundary markers.

PAS128 TYPE C - Reconnaissance

Existing records are supported and validated by the visual inspection of physical evidence observed during a site visit.
